What is RtI?
Response to Intervention, or RtI, is an educational framework used to provide effective, high-quality instruction, monitor student progress and provide support.

Universal Screening
Universal screening is the first component of RtI. These assessments are used to identify student performance in relation to grade level expectations and identify students who may benefit from additional support.

Progress Monitoring
Progress monitoring tracks students’ academic performance and rate of learning. This component also evaluates the success of instruction for improving individual or classroom student learning.

Data-based Decision Making
All levels of RtI and all levels of instruction include data analysis and decision making. Decisions concerning instruction and movement within RtI Tiers are made using universal screening and progress monitoring data.

Universal/Core Instruction with Homeroom Teacher
The Tier 1 instruction level refers to the high-quality classroom instruction that all students receive. This tier provides the foundation for targeted instruction. General sessions work to accommodate the needs and abilities of all learners in a supportive atmosphere and eliminate unnecessary hurdles in the process.

Targeted, data based academic interventions
The Tier 2 instruction level refers to targeted intervention and frequent monitoring. This tier provides an extra layer of support for students below grade level standards on universal screeners. RtI and early interventions aim to provide support when areas of need are revealed and prevent substantial difficulties from developing.
Tier 2 Identification
Based on Beginning of Year data from universal screeners, all students below grade level will receive, at minimum, one cycle of Tier 2 interventions to provide targeted support.
Progress Monitoring
Students will be Progress Monitored during this cycle.
If, during progress monitoring, growth is shown to reach grade level, a student may be exited from Tier 2 back into Tier 1 at the end of the RtI cycle.
If a student shows that they are approaching grade level, just not quite there, they will remain in Tier 2 small group interventions for another cycle until we have provided the support they need as shown by reaching grade level goals during Progress Monitoring and Benchmark testing.
If, after receiving Tier 2 support, a student is not showing appropriate growth, the MTSS Team may determine that he or she needs additional support at the Tier 3 level.
Tier 2
Tier 2 targeted interventions are required and will be 30 minutes 1-3 times per week, based on student areas of need. Tier 2 intervention services may be provided by a variety of personnel, including general education teachers and specialists.

If after a minimum of one full RTI (Response to Intervention) cycle in Tier 2, a student is not making adequate progress or showing appropriate growth at Tier 2, the MTSS (Multi-Tiered System of Supports) Team may determine that he or she needs additional support at the Tier 3 level.
Tier 3 Identification
To elevate a student to Tier 3, the MTSS Team will hold an RtI meeting to review student data. If the student’s progress monitoring data from Tier 2 shows little to no growth, the team may decide to elevate the student to Tier 3.
After the RTI meeting, parents will be notified and given a point of contact to discuss their student’s placement and progress should they request it. Measurable goals will be developed for the student for the following MTSS cycle.

Tier 3 Interventions
Tier 3 intervention attendance is required and Class Connect sessions are hosted by our ASPIRE Interventionists. Students will meet with their Interventionist for a minimum of 90 minutes total per week in synchronous sessions.



In Closing
Response to Intervention (RTI) efforts aim to identify students’ learning and difficulties early so educators can intervene with individualized instruction. When implemented with care and fidelity, RTI improves instruction and increases students’ chance of academic success.
